The Lead Communities Project is intended to demonstrate that local communities can significantly improve the effectiveness of Jewish education. This planning guide has been prepared to assist the lead communities in their efforts in planning Jewish education and continuity. The guide offers approaches, methods, data collection instruments and other tools to use in the planning process, and gives some measure of uniformity to the planning process that each of the lead communities will engage in.
