This is a plan to raise Jewish consciousness of Soviet Jewry from the U.S.S.R. (1989). The aims are to sustain, enlarge and develop Jewish culture education and cultural programs, and while doing so, to build and enrich Jewish professional and lay leadership for Soviet Jewry. The report details the means by which these aims are to be reached and the training program to the target population. The report includes an appendix of books and educational materials available for Russian Jewry
