This report reviews the services, programs, and funding of the agencies participating in the Jewish Community Councils Services Network. The review focused on: The number and kinds of services provided through the Network's local community councils and their impact on clients; the cost effectiveness of the Network agencies; the evolution of services provided under the extended services contract; and the continued importance of the Network community councils in bridging between their clients and various bureaucracies. The results demonstrate that the Network and its member agencies have become important providers of services to people and neighborhoods at risk.
