In 1997, several symposia on "Modes of Foundation Operation in Israel" were held in Jerusalem under the auspices of the Van Leer Forum. The following are excerpts of part of the session devoted to donor-government relations. The session relates to the massive role that outside funds have in developing Israeli education and society, the assistance foundations have supplied government projects, and the question of specifically designated funds vs. general contributions.
