This article, adapted from a presentation delivered in 1997 to the European Foundations Center in Brussels, presents some conclusions of symposia on "Modes of Foundation Operation in Israel" held by the Van Leer Forum. The author, director of the Foundations Program at the Van Leer Jerusalem Institute, discusses how foundations collaborate with government projects and the tension that may arise between the two.
