Standards of Relief - Continued Discussion

The author suggests that the standard of relief ought to be efficiency - the standard required for a family to eventually assure rehabilitation and self-support, rather than sufficiency. This specifically with an eye to reaching out to needy but proud families and identifying those with 'pauper blood,' the continuously dependent, so that they can be dealt with as needed separately.
