The author discusses the contradictions between Israel's stated policy and its actions when it comes to the construction of new settlements. At Annapolis, Ehud Olmert stated that Israel would stop building new settlements and expanding those already there, and yet that is precisely what is happening. The construction of new settlements in the Territories and East Jerusalem is slowly rendering the peace process less and less tenable, as the possibilities for a geographically sensible Palestinian State are whittled away.
