This report was prepared in order to provide a basis for discussion for the Mandel Foundation regarding the development of an indicator system of high quality educational institutions. The author reviews some of the major purposes and uses of educational indicators, discusses indicator systems that have been developed for educational institutions, critiques the use of indicator systems, provide alternative methodologies and perspectives, and suggests recommendations for the development of institutional indicators for Jewish education.
