The outgoing president of the National Conference of Jewish Communal Service, Herbert H. Aptekar, welcomes the incoming president, Judah Shapiro. Aptekar compares the issues to be discussed at the May 1961 meeting of the Conference with his experience of social work in India. He notes that there are no federations in India, resulting in a preponderance of agencies that receive public funding and that social workers in India are "looked upon with as much respect and dignity as any profession has a right to ask."
