Newly elected Prime Minister Menachem Begin publicly announced Project Renewal in June of 1977 to "do away with all the disadvantaged neighborhoods in Israel within five years." The project targeted development towns, older urban neighborhoods and failing neighborhoods of past renewal efforts. This report touches on the Sephardi-Ashkenazi gap, the relationship between state and local government, the Ministry of Construction and Housing, and the roles of the Jewish Agency and Diaspora Communities.
