Discussion of Todd Simon's Paper

By Herman Jacobs

Jewish Communal Service Association of North America (JCSA), National Conference of Jewish Social Welfare, September 1949

Herman Jacobs, the executive director of the Jewish Community Center of Detroit, responds to Todd Simon's article, "Interpreting Agency Program as an essential of Agency Function." Both Jacobs and Simon agree that social work interpretation is a function of social work practice, that social work must be dynamically conceived and operated and that it must be purposive in method and content, among many other similar beliefs. However, the author also disagrees with Simon throughout the article, and is specific to point out that Simon is incorrect in contending that social agencies concentrate solely on remedial rather than preventative practices. On the whole, however, the author of this review agrees with most of Simon's paper.
