Comment: Relationship of Federation to its Agencies and the Specific Responsibilities of Each

This piece comments on Arthur Rosichan's article on the relationship of the federation to agencies and their specific responsibilities. The commentary notes that in situations where conflicts between agencies develop, power politics seems to be one of the main factors that can enter the situation and create adverse consequences. The author also questions Rosichan's argument that functional agencies are not subordinate to the federation.
