Charles E. Merriam states that, "in a democracy . . . organization is not an end but a means, not a vested right of the few but the tool of the many". The Jewish community has, lately, become much more aware of this principle. Jewish community organization has been groping and struggling to find itselfâ?"to develop a form and structure in keeping with the democratic setting in which it operates and lives. Gradually Jewish community organization is finding itself. Common interests and common problems have been forcing the community to develop an effective and responsive central mechanism for cooperative action in various areas of Jewish life. This piece explores the efforts of the Jewish Community Council of Essex County to implement cooperative action.
