Hold the Emotions: A Rational Approach to Immigration

The author urges that policy must be made on the basis of national interest, not emotion; the challenge is not to keep out the billions we don't want, but to create a legal, orderly path for the smaller number we need. Protecting America's interests can, however, take precedence over economic considerations. She concludes that we need to fix our immigration policy and do more to help the new arrivals become Americans.
